need only mention the establishment of closer and more cordial relations between capital and labour and the introduction of trained propagandists into vessels, schools and industrial institutions. A large sum of money has been subscribed and the active assistance of many of Shanghai's ablest men has been enlisted. Progress at first will necessarily be slow, the organisers will have to feel their way, but if the full scheme eventually arrives at maturity the League will merely control and supervise, the detailed work of the subordinate organisations being performed by a salaried clericel staff. Though the financial backing has come mainly from British interests, all nationalities (except Germany and Russia) are according the movement hearty support and working in the most cordial co-operation to oppose a common enemy, for it is now generally realised how serious is the danger to commercial interests underlying the spread of Bolshevik propaganda among the students and the labouring masses in the Chinese ports, and how essential it is that something must be done immediately if that danger is to be averted. In approaching Chinese interests it was essential that the European, Japanese and American organisers should be able to demonstrate that the scheme was already well under way, that the various nationalities were working in the most complete agreement, and that as far as China's sovereign rights were concerned the movement was entirely disinterested, non-political and non-official.
